FEDERAL SKILLED WORKER (FSW) PROGRAM
As the name suggests, this program is for skilled workers.
Applicants with relevant work experience in their home country or elsewhere (counted as foreign work experience, with respect to Canada), aspiring to become permanent residents of Canada, are considered and assessed under this program.
Applications under this program are processed by the system of Express Entry
FEDERAL SKILLED WORKER (FSW) PROGRAM
There is a cut-off/ minimum requirement for each of the following areas
Key Parameter: National Occupational Classification (NOC)
Brief Description
- At least 1 year (1,560 hrs) of continuous, paid work within the last 10 years, in the same type of job as you want to use in the immigration application.
- This must be under one of the following categories:
- NOC 0 – Managerial
- NOC A – Professional
- NOC B – Technical Jobs and Skilled Trades.
Key Parameter: Canadian Language Benchmark (CLB)/NCLC (for French)
Brief Description
- The applicant has to take an approved language test for English or French.
- The minimum requirement is to procure a score of CLB 7 (NCLC 7 in case of French) in all the 4 language skills (Listening, Reading, Writing and Speaking).
Key Parameter: Educational Credential Assessment (ECA)
Brief Description
- For an applicant with Canadian education, a diploma or degree from a Canadian secondary or post-secondary institution is required.
- In case of foreign education, along with the completed credential, an ECA report from a designated organization is required, which shows the Canadian equivalence of the level of education.
Applicants who meet the above eligibility requirements are further assessed based on the following factors. These selection factor points are used to further assess the eligibility for FSW program.

Once the application is in the Express Entry Pool, a different system, known as the Comprehensive Ranking System (CRS) is deployed to score and rank the said application in the pool. Based on this, the highest-ranking applicants are picked and invited to apply for Permanent Residence, via an Invitation to Apply (ITA).

This program offers Canadian PR opportunities to applicants qualified in a skilled trade.
It was introduced with the purpose of absorbing and preserving a skilled work force.
The program continues to target the shortage of skilled workers in areas growing rapidly with the evolving Canadian economy.
FEDERAL SKILLED TRADES (FST) PROGRAM
- This program offers Canadian PR opportunities to applicants qualified in a skilled trade.
- It was introduced with the purpose of absorbing and preserving a skilled work force.
- The program continues to target the shortage of skilled workers in areas growing rapidly with the evolving Canadian economy.
Key Parameter: National Occupational Classification (NOC)
Brief Description
- At least 2 years of full-time work experience in a skilled trade within the 5 years of application.
- Meet the job requirements as set out in the particular NOC.

Brief Description
The applicant needs to fulfill one of the following two conditions:
1. Have a valid, full-time offer of employment for at least 1-year duration.
OR
2. Procure a certificate of qualification in the skilled trade issued by a Canadian provincial, territorial or federal authority.
- Although in the case of FST, there is no Education-based requirement, this factor does help to improve an applicant’s rank in the Express Entry pool.
- For education completed in Canada, points can be earned for a Canadian certificate, degree or diploma from a secondary or post-secondary institution.
- For foreign education, points can be earned for a completed education credential and an ECA report from a designated organization.
- Applicants most likely need to procure the certificate of qualification by a province or territory and therefore get assessed by them.
- This process differs, depending upon what part of Canada the applicant intends to reside in.

CANADIAN EXPERIENCE CLASS (CEC) PROGRAM
This program is for applicants with skilled work experience in Canada and who wish to become Canadian Permanent Residents.
It was devised for temporary foreign workers and foreign graduates with qualifying Canadian work experience.
- This program offers Canadian PR opportunities to applicants qualified in a skilled trade.
- It was introduced with the purpose of absorbing and preserving a skilled work force.
- The program continues to target the shortage of skilled workers in areas growing rapidly with the evolving Canadian economy.
Key Parameter: Canadian Language Benchmark (CLB)/NCLC (for French)

PROVINCIAL NOMINEE PROGRAM (PNP):
The three fundamental points that make the Provincial Nominee Program (PNP) a perfect fit for a potential immigrant are:
This program is for PR aspirants who intend to reside in a particular province or territory.
These aspirants need to have the skills, education and experience to contribute to the economy of the province or territory.
The program enables the provinces and territories to nominate the applicants.
All provinces and territories (except Nunavut and Quebec) have their own respective streams and corresponding requirements.
Condition
- When applying to a Province/Territory under a Non-Express Entry Stream.
- Need to meet the eligibility requirements of the Province/Territory.
Description
- Apply to the Province for a nomination.
- Once nominated by the Province or Territory, one needs to submit a paper application for PR to IRCC.

- Need to meet the eligibility requirements of the Province/Territory.
- Need to meet the minimum criteria for Express Entry and be eligible for at least on of the programs it covers (FSW/FST/CEC).
Description
METHOD 1:
- Contact the Province or Territory and apply for a nomination.
- If the Province/Territory agrees to nominate, the applicant will need to create an Express Entry Profile (or update their existing one) and indicate that they have been nominated.
METHOD 2:
- Create an Express Entry Profile and indicate the Provinces/Territories of preference/interest.
- On receiving a “Notification of Interest” from a Province/Territory, the applicant needs to contact the said P/T directly.
- The applicant then applies to their Express Entry Stream.
- If the province intends to nominate such an applicant, they will do it through their account and the applicant needs to accept it electronically.
